This is enforced by the Handicapper General, an authoritarian figure responsible for maintaining this dystopian status quo.

Harrison Bergeron is a fourteen-year-old boy of extraordinary abilities—tall, strong, and intelligent beyond the average citizen. Because of his exceptional talents, Harrison is burdened with extreme handicaps: heavy weights to limit his strength, a mask to hide his handsome face, and a device in his ear that disrupts his thoughts. 

Despite these restrictions, Harrison rebels against the oppressive government.

The story reaches its climax when Harrison escapes from prison and bursts into a television studio, where he declares himself emperor and removes his handicaps. He chooses a ballerina to be his empress, and together, they defy gravity, dancing gracefully before the live television audience. 

Their rebellion, however, is short-lived; the Handicapper General arrives and kills them both, restoring the "equality" of the dystopian world.
